My telegram unnumbered of November 9th. Chinese customs Agreement.

A further conference was held to-day attended by Mo88.

amendments have been made in the draft, which has been reprinted

and will be sent to you and to Sir Miles Lampson by mail.

Amended draft is accepted in principle by British and Chinese merchants in Hong Kong but they are emphatically opposed

either to deletion of Article 5 of to its modification to the

extent of limiting inland water privileges to Hong Kong Chinese- flag vessels. It is agreed however that the privileges of Article

should be limited to the provinces of Kuang-si and Kwangtung. 5 ex-to-it-modification-to-the-extent-of-limiting

I concur in these views.
